Basic FunctionThe City of Coppell Chief Accountant is responsible for all aspects of the annual audit, including coordination of the audit, preparation of the audit work papers and other analytical documents required by the auditors. This employee is also responsible for the Comprehensive Annual Financial Report document preparation according to established guidelines. The Chief Accountant supervises accounting personnel and works with them to resolve routine departmental issues and questions. This employee interacts frequently with the public, other City employees and officials, banks, investment brokers and auditors. Regular attendance is an essential job function and generally works an 8:00-5:00 schedule, Monday through Friday with some additional hours as required by the audit process and various meetings where attendance is mandatory. Essential Job Functions Essential Job Functions Provide financial analysis as it relates to accounting issues and communicating information to the management team and other City departments for their information and/or action. Coordinate the annual audit with independent auditors. Prepare work papers and resolve questions regarding the procedures followed by the City for auditors, City employees and other pertinent parties. Prepare the Comprehensive Annual Financial Report from the audited schedules, statistical data and other relevant information. Supervises accounting personnel and resolve routine departmental issues and questions. Reconcile, monitor and maintain the City's fixed assets. Perform account reconciliations and resolve variances. Review procedures, methods and performance of the accounting division. Responsible for month-end and year-end closings. Review and post all journal entries to the general ledger. Responsible for determining lease classification, maintaining lease spreadsheet and footnote disclosure information. Participate in the Self-Funded Health Fund Committee and provide management with financial reports concerning the status of the fund. Establish and monitor internal controls. Perform special assignments, research, or other related duties and tasks as requested, required or instructed. Minimum Requirements Experience The Chief Accountant must possess a Bachelor's Degree in Accounting or Finance and have a minimum of three (3) years of current experience in a finance-related role in a municipal government setting is required. The Chief Accountant should have at least one (1) year of supervisory experience with progressively increasing management responsibility. The Chief Accountant should be very familiar with the day-to-day operation of local government and finance-related activities. Additional required qualifications include CPA certification. Preferred qualifications include CGFO certification and additional years of experience in municipal finance. Knowledge The Chief Accountant must have an excellent working knowledge of accounting, administrative and personnel requirements related to the financial operations of a municipality, including municipal government operations, City policies, procedures, ordinances, and efficient administrative processes. They must also understand and enforce compliance with all public sector governing and auditing regulations. This employee must be thoroughly familiar with and have an excellent working knowledge of modern office procedures and office equipment. Advanced knowledge of accounting, financial reporting and auditing processes and procedures is required. The Chief Accountant must be familiar with and able to perform mathematical calculations related to accounting, cash management, financial reporting and fixed assets. The Chief Accountant frequently reads and interprets accounting and finance-related information and publications. Skills/Abilities The Chief Accountant works as part of a team of individuals to ensure the efficient operation of City financial operations. The Chief Accountant performs essential job functions, which require tedious, exacting work, constant changing of tasks and performing multiple tasks simultaneously in a noisy or distracting environment under strict time pressures. This employee must possess the ability to effectively plan and prioritize tasks as well as the ability to oversee, direct and review tasks performed by subordinate personnel. This employee must possess the ability to communicate verbally and in writing with other City officials, staff members, citizens, and other agencies, using the English language. This communication must be in a cordial and professional manner. The ability to operate a personal computer, ten-key, calculator, fax machine, copier, telephone and other office equipment is essential. The Chief Accountant must be able to read, interpret and assemble a significant amount of financial or statistical data and make logical decisions with that information, including writing letters, memoranda and other documents.
